Statistics link not available

Just realized on my 6.1 install, I no longer have a "Statistics" button on the left. I checked to ensure the icon is enabled under settings, but do not see it.
I can manually view statistics if I replace "index.view" with "statistics.view" in the address bar.
Have tried logging out and back in (as both admin and a regular user) with same effects.
Restarting service does not help either. I tried enabling other icons, and those do show up and disappear based on the setting. Only the statistics one does not.
