Unable to get songs encoded as V0 to play when downsampling

Now I've got a bit of a strange problem.
A few of my albums are mp3s encoded at V0, and if I have the settings so that down-sampling is required (such as setting the max bitrate for that player or my phone down low), then the song won't play.
This issue plagues both the web player and the subsonic app on my phone.
What's stranger is when I try to play the songs on my phone, the song will download and there will be a playable mp3 in the cache directory, but the subsonic app itself won't play it.
I tried goggling the issue, and the suggested solution of changing the SubWiji transcoding command to "ffmpeg -f mp3 -i %s -ab %bk -v 0 -f mp3 -" did not work.
I am running madsonic on windows.
