sure, use the standalone version, you can trigger it starting stopping via scripts . but i think you have to do some research HOW TO : ) i just know linux ^^ or you setup an apache tomcat and apply the tomcat app of madsonic ... should work aswell since apache servers are fired up at boot time

i have used the apache proxy since 4.6 with chrome as main browser. no problems.
but i have always run ubuntu x64 not pure debian.
