OGG format music stutter in 6.1.8280

4 core VM with 4G of memory dedicated to Madsonic running Ubuntu 16.04.
When watching system via top while a client is streaming occasionally ffmpeg will peg 2 cores. Every time this happens the music on client-side stutters until ffmpeg is finished. This delay can be upwards of 5 seconds.
While transcoding ffmpeg does not use an abnormal amount of system resources until that stutter occurs.
I have not tested other formats, as my music library is in OGG format.
Will provide whatever logging or data is needed to help resolve this.
